Defendant NYPD officers, including Lieutenant Troy Luis and Officer Corey Hughes, stopped Plaintiff and asked if he had anything on him, to which he responded in the negative. The officers told him to put his hands in the air, which Plaintiff did, and then arrested him and handcuffed him without legal justification. Plaintiff did not resist arrest. The defendant officers then transported him to Kings County Hospital to have his stomach pumped, which produced no contraband. The officers transported him to the 77th Precinct, unlawfully detained him, and transported him to Kings County Central Bookings. The officers provided the District Attorney's Office with false or misleading information that Plaintiff had committed a crime. On September 19, 2019, at approximately 3:00 p.m., after 30 hours in unlawful custody, Plaintiff was arraigned in Kings County Criminal Court, charged with crimes that the defendant officers had no basis to allege that he committed and was released from custody. On October 23, 2019, all criminal charges against Plaintiff were dismissed.","documents":[{"url":"https://web.archive.org/web/20240912202722/https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=S9RSwTpk7w11Ua25u7EwSQ==","type":"complaint"}]},{"name":"Elianor, Stanley vs City of New York, et al.","start_date":"2015-01-14","disposition_date":"2015-12-22","payout_amount":0,"disposition":"Zero Disposition","docket":"15CV00113","court":"U.S. District Court - Eastern District NY","officer_name":"Luis, Troy","summary":"On or about July 16, 2012, plaintiff Stanley Elianor was in a vehicle with Mr. Williams and her 3 year-old son. Mr. Williams inadvertently turned left and tried to rectify his error and reversed the car, at which moment defendant police officer Luis Martinez, sergeant Troy Luis, and other unidentified police officers rushed to the car. They pulled plaintiff and the driver out of the vehicle, and the plaintiff proceeded to flee from the police officers. Police officers approached him with guns, and told him to freeze and not to move. He complied and was thereafter arrested. Even if police officers did not find anything illegal with plaintiff, they charged him with criminal possession of a weapon in the second, third, and forth degrees. Police officers falsely informed the Attorney's Office that plaintiff had a firearm that he dropped off while in pursuit. Therefore, plaintiff spent around fourteen months in jail. Finally he was found not guilty.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.364957/gov.uscourts.nyed.364957.1.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/18144855/elianor-v-the-city-of-new-york/"},{"officer_name":"Luis, Troy","disposition":"Settlement","start_date":"2013-10-22","disposition_date":"2016-03-30","court":"Supreme Court - Kings","docket":"506223/2013","name":"Coulthurst, Kelly vs City of New York, et al.","payout_amount":150000},{"officer_name":"Luis, Troy","disposition":"Settlement","start_date":"2012-10-26","disposition_date":"2015-02-18","court":"U.S. District Court - Eastern District NY","docket":"12CV05255","name":"Welcome, Lucious vs City of New York, et al.","payout_amount":600000,"url":"https://www.courtlistener.com/docket/13138164/welcome-v-new-york-city/"},{"name":"Stroud v.
