The officer ordered other members of the force to arrest plaintiff and claimed that plaintiff had assaulted the officer. Plaintiff never physically touched the officer but was handcuffed. \n\nPlaintiff's charges were later amended to Obstruction of Governmental Administration. The DA declined to prosecute all charges. Plaintiff was taken in her bare feet and pajamas to a freezing cold cell at the 41st precinct, where her handcuffs were removed and an officer taped a pair of disposable shoes to her feet. Plaintiff was charged with disorderly conduct.
