Plaintiff was taken to Flushing Hospital then arrested for criminal mischief and later granted an ACD.\n\nDefendants including Norberg, Altamirano, and Marchello made false reports and statements to law enforcement, supervisors, investigators, and civilians regarding plaintiff's injury and the accident. Norberg, Altamirano, and Marchello also made a doctor at Flushing Hospital make false entries. Later, a blood test showed Plaintiff’s blood alcohol level to be well below that required for an allegation that he was driving while intoxicated. However, POs Williams-El, Michael Knopf, and John Doe (the name John Doe being fictitious, as the true name was unknown at the time the complaint was filed) – at least one of whom, upon information and belief, had the responsibility of providing the test results to the DA’s Office – failed and refused to provide the test until January 10, 2013.
