Plaintiff's car was legally parked when NYPD Traffic Enforcement Agent King Fung attempted to tow it. Plaintiff's friend sat in the driver's seat of her car to prevent it from being towed, and Agent Fung called the police. Plaintiff spoke to Agent Fung and then called the police herself to explain that her car was being towed even though it was parked legally. Officers Erickson Peralta, Sarah Frankel, and Richard Khalaf arrived at the scene.
