Shortly thereafter, defendant-officers, including Officers Casey Guillen and Vincent Giaquinto, arrived at the site of the incident. Defendant Officers approach plaintiff, a complaining victim, grabbed, physically restrained, handcuffed and shackled plaintiff in an excessively tight fashion.  Defendant-officers, including Guillen and Giaquinto, began illegally searching plaintiff's person, ignored plaintiff's recollections of his assault, and ignored exculpatory information provided by the plaintiff. Defendant-officers proceeded to conduct a bad faith police investigation, including declining to question the still-present assailants on the plaintiff's immediate preceding attack.\n\nWithin 15 minutes, defendant-officers Fausto Moisessantos, Cameron Wong, and Michael Quinto arrived to the scene. The defendant-officers then accused plaintiff of a criminal offense and arrested plaintiff. Plaintiff asserts his arrest arose from defendants' racially discriminatory prejudices against Muslim males. Plaintiff was transported to Coney Island Hospital to receive treatment for his injuries, accompanied by defendant-officers, including officers Guillen, Giaquinto, Mossesantos, Wong, and Quinto. Plaintiff was subsequently transferred and held at the 61st Precinct for 4 hours. While detained, defendant-officers told plaintiff he was being held because he was Muslim and defendants needed to check with a governmental agency in Albany. Defendants fabricated, attested to-, and filed false statements supporting criminal charges.  Plaintiff was released from custody on November 30, 2020.  On March 24, 2021, all charges were resolved in plaintiff's favor, and were dismissed and sealed.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=77mprihR/LHCp//sSms3ww==","type":"complaint"}]}],"image":"https://www.50-a.org/images/officer/8MQ3-fausto-moisessantos.jpg","payroll":{"salary":"109352","regular":"94154","overtime":"39489","other":"23445","total":"157088"},"id":"8MQ3","url":"https://www.50-a.org/officer/8MQ3"}
