Defendants requested to enter Plaintiff's home, which she allowed and then walked around and asked to speak with Plaintiff's children, Z.F. and E.F., which plaintiff also allowed. Defendants questioned the children for about 10 minutes without Plaintiff present and refused to inform Plaintiff why they were doing so, which led to Plaintiff's anxiety and her crying profusely. After this, approximately ten or more NYPD officer DOES arrived at Plaintiff's home and told Plaintiff that they would remain in her home until Defendants ACS Does arrived. Two ACS workers, including Child Protective Specialist for the Administration of Children's Services, Shawneequa Lugo, arrived and asked to speak to Plaintiff's children without Plaintiff present, which Plaintiff allowed. The NYPD supervising officer Doe was then called to the home, who had a conversation with Lugo and ACS Doe 1. The Defendants still refused to inform Plaintiff about what was happening. Lugo then informed Plaintiff that she would be arrested and that her three children would be taken to the emergency room, without clarifying the reason for either nor requesting Plaintiff's consent for the medical examination. Plaintiff was handcuffed, given a pat down search by a DOE male officer, despite Plaintiff's objections, and was taken to the 48th Precinct, where she remained for about six hours before being charged with a Felony crime, Assault in the Second Degree. This charge was a result of her throwing a small mop to her 13 year old daughter to help her clean up juice spilled by the brother. While Plaintiff was detained, her children were transported into the Custody of the City and into foster care, despite the assurance by Lugo that the children would be taken to Plaintiff's father. Plaintiff was release about 20 hours later and immediately asked Defendant Lorenzorivera where her children were. Plaintiff then immediately attended an ACS family court hearing, where she was told that ACS did not know here her children were. The children were not allowed to be released to Plaintiff's father, due to a false past drug possession arrest. For the rest of the week, the children were unlawful at the foster care facility before being released to Plaintiff's cousin, Michelle Lopez, where they remained for almost three months.
