When Plaintiff tried to get back in his car, Defendant Officer Hines pulled him out, threw him to the ground, assaulted him, and pepper sprayed him.  Plaintiff was cuffed and put in the back of a squad car for almost two hours before he was taken to the 44th Precinct.  There the desk sergeant told Defendant Hines to take Plaintiff to a hospital, but Hines merely drove around before returning Plaintiff to the 44th Precinct three hours later.  Plaintiff was released after 18 hours.
