As the service concluded, Plaintiff remained on the street drinking beer but was not impeding pedestrian traffic, making excessive noise, or causing a public disruption when he was approached by an NYPD officer who asked for his ID. When Plaintiff asked why, he was taken to the ground, threatened with a taser, and placed in excessively tight handcuffs that caused Plaintiff permanent numbness and scarring on his hands. The complaint does not specify which Defendant NYPD officer arrested and/or handcuffed Plaintiff but does state that Defendant officer SOSA, who speaks Spanish, ignored Plaintiff's complaints about the handcuffs. Plaintiff was held several hours at the 23rd Precinct before being taken to a hospital at 3:00am and then to Central Booking the next morning.
