At the aforementioned location, Plaintiff was subject to both verbal and physical abuse by multiple members of the NYPD, including Officers Ramon and White, who responded to his call for help after being hit. Plaintiff was pulled and choked prior to being handcuffed and forcibly detained by multiple members of the NYPD, including Officers Ramon and White. Plaintiff did not pose a threat to the safety of the arresting officers and did not actively resist arrest or attempt to evade arrest. The officers then refused Plaintiff to be transported by ambulance to the hospital, despite the fact that he had been struck by a motor vehicle. \n\nPlaintiff was then arrested and charged with multiple crimes. However, all charges were dismissed on April 17, 2013. The NYPD officers, including Ramon and White had no warrants, no permission nor consent, nor any legal justification for their actions.
