Plaintiff observed a second vehicle being pulled over by a plainclothes officer. Defendant Henley emerged from an unmarked police car and directed plaintiff to pull over. Plaintiff complied. Plaintiff and his passengers were removed from the vehicle and searched. Plaintiff handed Whitlock his wallet, which was examined and pocketed. In the wallet were his student ID card, bank card, and CUNY debit card. No contraband was found on Plaintiff or in his vehicle. Defendants arrested plaintiff and his passengers, and tightly handcuffed and transported them to a local area police station where they were imprisoned for hours. Plaintiff was transported to Central Booking, where he was imprisoned for more hours. Henley and Whitlock made materially false allegations forwarded to the New York DA to justify the arrest and to commence plaintiff's criminal prosecution of seven felony counts.
