The vehicle was off at the time that Defendant NYPD Officer Maurice Pauledwin and 10 unidentified NYPD Officers stopped Conley and asked him to turn off his vehicle. Pauledwin asked Conley for his ID and Conley complied. Pauledwin then punched Conley in the face, threw Conley to the ground, and put his knee into Conley's back.  Pauledwin also threatened to break Conley's arm and placed excessively tight handcuffs on Conley, before throwing Conley into the police van and taking him to a Police Service Area to process his arrest. The 10 unidentified officers did nothing to stop Pauledwin or otherwise intervene.  At the PSA, a senior officer said \"we fucked up he needs medical attention\" and Conley was taken to a hospital for treatment.
