The officers asked plaintiff to identify himself and then falsely stated that they had a warrant for his arrest.  P.O.s Devon Baker, Matthew Walker, and Hector Casillas arrested and handcuffed plaintiff and refused to tell plaintiff why he was being arrested.  Upon arrival at the precinct, plaintiff was searched and placed in a holding cell, and he was still not told the reason for his arrest.  P.O.s David Grieco and Walker questioned plaintiff about a shooting that had taken place about one week earlier.  It became clear that plaintiff was not a suspect, but the officers were interested in whether plaintiff witnessed anything or was aware of any facts related to the shooting.  Plaintiff answered the questions, explained that he did not have the information they were seeking, and asked to make a phone call to his family, but the officers refused his request.  The sole reason for plaintiff's arrest was to make him available for questioning.  However, P.O. Casillas created an arrest report in which he falsely alleged that plaintiff was arrested becuase he had observed plaintiff jaywalk.  P.O.
