The officers detained him, and Plaintiff explained that he needed to make his appointment with his neurologist. Officer Howard responded that they could \"handle this like men,\" and Officer Howard then gripped Plaintiff by the neck and punched him several times in his ribs before slamming to the ground and threatening him with his baton and mace. He then sprayed Plaintiff with the mace while Officer Donnelly placed Plaintiff in handcuffs. Plaintiff had difficulty breathing and told the officers this, and they threatened him with more violence until emergency medical services arrived and Plaintiff was transported to the hospital and then to the precinct. He was charged with resisting arrest and disorderly conduct. The charge contained false allegations that Plaintiff flailed his arms to make it difficult for the officers.
