Plaintiff was properly processed and charged in accordance with procedure. Plaintiff was then transported to Central Bookings in order to be brought out for an arraignment. While there, defendant Police Officer Velasquez and Police Officer \"JD\" began insulting Plaintiff by using racial slurs to incite aggressive behavior. Plaintiff was not the aggressor but the inciting officers then handcuffed Plaintiff with extreme tightness and violently causing immediate and severe injury to his hands and fingers. Plaintiff began screaming in pain which caused defendant officers to begin striking Plaintiff with their knees making him fall to the ground. Plaintiff was handcuffed throughout the entire assault. Once Plaintiff was lying on the floor, the defendant officers began twisting his arm and squeezing the handcuffs even tighter thereby cutting off blood supply to Plaintiff's hands and stopping circulation. Plaintiff was taken to a detention center where he remained until his arraignment. Plaintiff would be treated for injuries and ultimately diagnosed with trigger finger - a condition that requires surgery to fix. Plaintiff had to endure the pain and loss of mobility associated with this condition for approximately one and a half years.
