At no time when SirCarlyle was riding his bike, did he approach or attempt to hit Officer Thomas Montario or any other officer. While on the ground, Officer Montario, with other officers, namely Officer Christopher Harris, Officer Robert Falcone, Officer Matthew Locascio, unnecessarily restraining SirCaryle, placed his knee on the back and neck of SirCarlyle. The other officers held SirCarlyle down and failed to intervene and stop Officer Montario from using excessive force.
