There was no warrant for Plaintiff's arrest and the Defendant Officers did not have any cause to believe Plaintiff had committed a crime. Without warning, Plaintiff heard what sounded like a firearm being discharged, so he fled in his vehicle. Defendant Officers, including Valdez and Tripodi, pursued Plaintiff at high speed. The vehicle operated by Valdez and Tripodi rammed into the rear of Plaintiff's vehicles several times. Defendants purused Plaintiff through residential streets at unsafe speeds and in violation of traffic laws and NYPD procedures. Due to Defendant's actions, Plaintiff was caused to lose control of his vehicle and crash into several parked cars in Queens. Plaintiff was hospitalized for 9 months and suffered a fractured spine and is permanently paralyzed from the waist down. However, the shipment was initially confiscated by Vermont police based on the suspicion that it contained marijuana. While Plaintiff Ronen Levy was at the 75th Precinct voluntarily, the Defendant officers approached him and falsely arrested him.
