Later that morning, the unnamed defendants questioned the plaintiff about a shooting that had occurred on September 19, 2018; the plaintiff truthfully explained that he had no knowledge of the shooting.  Defendants conspired to coerce the plaintiff to disclose the identity of the shooter by threatening to falsely arrest and charge the plaintiff with a burglary that occurred on September 1, 2018, despite the officers having knowledge of video evidence that exonerated the plaintiff.  Defendant Rodriguez and unnamed defendants falsely claimed that the plaintiffs' fingerprints and DNA were found at the scene of the burglary, and offered to make the burglary charge go away if the plaintiff identified the shooter.  Defendant Rodriguez and unnamed defendants forwarded false allegations of burglary to the Richmond County DA, which resulted in a false felony burglary charge against the plaintiff.  Plaintiff could not post bail and was incarcerated until September 27, 2018, when plaintiff was released, due to lack of fingerprint or photo evidence tying the plaintiff to the burglary scene.  On March 22, 2019, all charges against plaintiff were dismissed and sealed.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.469585/gov.uscourts.nyed.469585.19.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/60394265/turner-v-rodrigues/"},{"name":"Turner, Courtney vs City of New York, et al.","start_date":"2020-04-10","disposition_date":"2023-07-03","payout_amount":0,"disposition":"Zero Disposition","docket":"152843/2019","court":"Supreme Court - Richmond","officer_name":"Rodrigues, Victor","summary":"On or before September 21, 2018, NYPD officers handcuffed and detained the plaintiff based on false statements made by defendant Victor Rodrigues and other officers. Later that morning, officers identified as John Doe 1 and 2 questioned the plaintiff regarding a shooting that occurred on September 19, 2018. The plaintiff explained that he did not know who fired the shots and did not see where they came from. Despite this, Rodrigues and John Doe 1 through 4 conspired to coerce the plaintiff into identifying the shooter, whom the plaintiff did not know, by threatening to charge him with a burglary from September 1, 2018, if he failed to comply.\n\nRodrigues and John Doe 1 through 4 knew they lacked probable cause to arrest the plaintiff for the burglary, as they had seen, or were aware of, video evidence showing the perpetrator, which exonerated the plaintiff. At the 121st Precinct, John Doe 1 and 2 falsely claimed that the plaintiff's DNA and fingerprints were found at the burglary scene and continued to question him about the shooting. The plaintiff maintained that he did not see the shooter, while John Doe 1 and 2 knew that no such forensic evidence linked him to the burglary.\n\nJohn Doe 3 and 4 also interrogated the plaintiff, offering to \"make the burglary charge go away\" if he identified the shooter. Despite the pressure, the plaintiff truthfully reiterated that he had not seen the shooter. Subsequently, Rodrigues falsely claimed that the plaintiff's fingerprints were found at the burglary scene and that video footage recorded him committing the crime.\n\nRodrigues and John Doe 1 through 4 conspired to forward these false allegations to the District Attorney's office, resulting in the filing of false charges against the plaintiff. In furtherance of this conspiracy, Rodrigues falsely informed prosecutors and swore to these false allegations in a Criminal Court complaint.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=lG4UIvYtyopS_PLUS_ANoN8LQkQ==","type":"complaint"}]}],"documents":[{"url":"https://www.documentcloud.org/documents/20528251-1417","findings":["Loss of Department Equipment"],"type":"brady-giglio"}],"payroll":{"salary":"118056","regular":"117984","overtime":"43123","other":"20984","total":"182091"},"id":"AAWV","url":"https://www.50-a.org/officer/AAWV"}
