The officers only told Figueroa and Mucmacher that an incident had occurred and they fit the description. Within 15 minutes, Plaintiffs were surrounded by at least 15 additional oficers. They were arrested without being told on what charges. Eventually they learned a robbery had occured, and the police had allegedly told the victim, who could not make an identification because the robber was wearing a mask that covered everything but their eyes, to ID Figueroa and Mucmacher as the perpetrators.
