PO Polanco (at the time of the complaint, Plaintiff 1 believed “Polanco” to be the name of one of the NYPD officers who arrested him; he was not certain), PO John Doe 1, and potentially other police officers, approached Plaintiff’s car. While Plaintiff 1 was unconscious, and in front of his daughter, PO Polanco or another officer opened his car door, smashed his face against the window, and threw him to the street on his head. The officers then dragged him across the sidewalk, handcuffed him, drove him to a precinct house, and kept him locked in custody, handcuffed for hours, unconscious, and without any medical treatment for his diabetic coma. The handcuffs were so tight that they were causing excruciating pain.
