Prior to the arrest, plaintiff and defendant Mealey had been in dispute regarding the defendant's non-payment of rent.  After defendant Mealey had removed and replaced the locks on the ground floor space - without the plaintiff's, as landlord, consent - the plaintiff removed the locks and replaced them with new ones.  In response to plaintiff's actions, defendant Mealey called the 81st Precinct and demanded that the plaintiff be arrested, alleging trespass and illegal eviction.  Thereafter, the plaintiff put up signs on the side of the building informing the public that defendant Mealey had not been paying rent.  In response, to defendant Mealey's complaint, plaintiff was arrested.  Plaintiff was charged by the Brooklyn DA's Office with criminal trespassing and criminal tampering.  After approximately 24 hours, plaintiff was released on his own recognizance.  After multiple court appearances, the charges were dismissed.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.366532/gov.uscourts.nyed.366532.30.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/4324146/mulzac-v-mealy/"},{"name":"Brown, Keith vs City of New York, et al.","start_date":"2014-10-31","disposition_date":"2015-01-28","payout_amount":12500,"disposition":"Settlement","docket":"14CV06378","court":"U.S. District Court - Eastern District NY","officer_name":"Harris, Emily","summary":"On April 22, 2014, Plaintiff called 911 because his girlfriend’s brothers were threatening him. Plaintiff was placed in handcuffs, searched, placed under arrest and transported to the 81st Precinct.  Despite multiple requests for information during the initial stop and arrest, it was not until he was in the patrol car that officers stated he was being arrested for a domestic dispute.  At the 81st Precinct, Defendant Officer Emily Harris grabbed Plaintiff’s arm.  When Plaintiff objected, another plainclothes officer verbally and physically abused Plaintiff, throwing him violently to the floor while handcuffed.  That office pressed his knee to Plaintiff’s neck, causing immense pain.  Three other officers then assaulted Plaintiff by kicking and stomping  his prone body.  The arresting officers stood by and watched.  After an officer finally began to pull Plaintiff off the floor, he was again thrown down.  Plaintiff was then strip searched, being forced to squat and having his genitals inspected.  Only then was Plaintiff put into a cell until morning, when he was released and issued a ticket for disorderly conduct.  Plaintiff was forced to appear in court numerous times before it was dismissed.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.361483/gov.uscourts.nyed.361483.11.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/13139874/robinson-v-the-city-of-new-york/"}],"discipline":[{"disposition_date":"2024-05-03","recommendation":"Charges and Specifications","allegations":[{"desc":"Wrongfully used a chokehold."}]},{"disposition_date":"2023-11-22","case_no":"2019-21559","penalty":"B - Command Discipline, vacation days (10 days)","recommendation":"Charges and Specifications","allegations":[{"desc":"Failed to provide a business card to an individual"},{"desc":"Improper entry of a premises"},{"desc":"Improper search of a premises"}]},{"case_no":"86601/10","disposition_date":"2012-03-26","penalty":"Forfeiture of twenty (20) vacation days","opened_date":"2010-07-06","charges":[{"desc":"Wrongfully engaged in a physical and verbal altercation with another Member of Service","disposition":"Guilty"},{"desc":"Having become aware of an allegation of serious misconduct, failed to notify the Internal Affairs Bureau","disposition":"Guilty"},{"desc":"Wrongfully interfered with an official Department investigation","disposition":"Guilty"},{"desc":"Wrongfully made misleading statements during an official Department interview","disposition":"Not Guilty"}],"documents":[{"name":"Document","url":"https://www.documentcloud.org/documents/4418921-nypd-cases-532.html"}]},{"disposition_date":"2010-09-21","case_no":"2010-2814","penalty":"Vacation days (20 days)","charges":[{"desc":"While on-duty, did wrongfully and without just cause prevent or interfere with an official Department investigation.","disposition":"Pleaded Guilty"},{"desc":"While on-duty, officer was involved in an on-duty verbal and physical altercation with another member of the service.","disposition":"Pleaded Guilty"},{"desc":"While on-duty, upon observing, having become aware of, or upon receiving an allegation of corruption or serious misconduct involving a Member of Service, did fail and neglect to notify the Internal Affairs Bureau, as required.","disposition":"Pleaded Guilty"}]}],"documents":[{"url":"https://www.documentcloud.org/documents/22119080-941882_03262012_2012136pdf","date":"2012-03-26T00:00:00.000Z","type":"trial-decision"},{"url":"https://www.documentcloud.org/documents/24441170-bronx-notified-officers-list-edited_redacted-redacted_redacted","type":"credibility-finding"},{"url":"https://www.documentcloud.org/documents/21024061-harris-6754179a3d535e479368e8ffb96df2023a27fede","type":"brady-giglio","complaints":[{"complaint_id":202006713,"available":true}]}],"payroll":{"salary":"118056","regular":"117719","overtime":"9780","other":"25517","total":"153017"},"id":"ATEP","url":"https://www.50-a.org/officer/ATEP"}
