The officers refused plaintiff's repeated requests to loosen the handcuffs. Plaintiff was taken to the 70th precinct where officers, including defendant McCarthy falsely informed employees of the Kings DA's office that they observed the plaintiff resist arrest and act disorderly. Plaintiff was then transported to Central Booking and arraigned.
