Mr. Acheampong informed them that his passenger had already loaded their bags so he had to wait for them. The traffic agent called requesting uniformed officers at the scene. P.O.s Matera and Martinez arrived and arrested Mr. Acheampong; he complied and did not resist arrest, but informed the P.O.s that he had previously injured his right shoulder and recently had shoulder surgery in March 2019. He therefore requested that they front-handcuff him; they refused. During transport to the precinct in a vehicle driven by P.O. Martinez, the car was rear-ended by an NYFD vehicle. Plaintiff was seated in the rear and was rear-handcuffed.
