At Central booking, Vargas displayed symptoms of illness, but was denied his medication for an additional 2 hours and 40 minutes without receiving treatment before being driven to Bellevue Hospital. At Bellevue, he was given less insulin than was required by his prescribed dosage, and when, Vargas returned to Central Booking, he continued to display symptoms of illness and requested further medical care.
