Plaintiff was with a friend driving in a vehicle when they got into an accident with another vehicle.  NYPD officers, including Defendant Officers Maurice Harrinton, Osorio-Perez, Daniel Kaplan, and John/Jane Doe(s) 1-3 arrived and instructed Plaintiff to pay the other driver money to avoid the insurance companies. Plaintiff refused. Defendants followed Plaintiff for three blocks before pulling him over and placing him under arrest without explanation. At the precinct, Plaintiff did not understand the sobriety exams, as they were in a language he was not familiar with. Defendants falsified documents stating that Plaintiff had refused the breathalyzer exam and that he had been drinking. Plaintiff was released the next day and the charges were dismissed on September 26, 2012.
