Plaintiffs 1, 2, and 4 were arrested and taken to the Precinct despite having committed no crime. At the time of his arrest, Plaintiff 1 was shirtless and in athletic shorts, and it was 40 degrees outside, but the POs refused to allow him to put on additional clothing.
