After calling 911 and 311, Ms. Diaz was directed to the local precinct to file a complaint about the behavior of the two officers. \n\nAt the precinct, Ms. Diaz was waiting to file a complaint when the same two officers arrived along with another male officer who was identified as their supervisor, and the supervising officer directed the two officers to unlawfully arrest Ms. Diaz. She was charged with littering for throwing out the fire-hydrant ticket. After spending over 20 hours in custody, the judge ordered Ms. Diaz's release from custody because no arrest warrant had been issued for her arrest.
