Plaintiff accommodated the request. Upon arriving at the precinct, Plaintiff was placed into a holding cell before being questioned. Afterwards, he was violently jerked to his feet and dragged into a police van awaiting transport to Central Booking. While in the police van, Plaintiff made several complaints of handcuffs being extremely tight, but his requests were denied. Some time later, Plaintiff was moved to Rikers Island Correctional Facility where he faced extremely unsanitary conditions, and was fed cheese sandwiches and milk despite the correctional officers being aware that he was lactose intolerant.
