Plaintiff is now wheelchair-bound, unable to walk, and will require ongoing medical care. This incident stemmed in part from the City of New York's negligent police officer training regarding how to deal with emotionally-disturbed individuals. The City of New York also had prior knowledge of the improper conduct of PO Penadiaz and other unknown POs but continued to employ them and allow them to be in contact with the public. Plaintiff was arrested and confined.
