PO O'Sullivan returned to the cell and removed the handcuff from the bench but did not loosen the handcuffs around Plaintiff's wrists, which were now rear-cuffed. Plaintiff complained to PO O'Sullivan that his hands were in pain and his circulation was cut off but PO O'Sullivan ignored him. Plaintiff remained painfully handcuffed for approximately 2 hours, at which time he was transported for a psychiatric evaluation. Plaintiff was handcuffed during the 45-minute transport and repeatedly complained he could not feel his hands but his complaints were ignored. Plaintiff remained handcuffed for approximately 1 hour at Bellevue then was taken to Central Booking, where he remained for 2 - 3 hours in painful handcuffs. Throughout Plaintiff notified POs of the excessively-tight handcuffs but his complaints were perpetually ignored. Plaintiff was repeatedly in handcuffs until April 12, 2014 at approximately 5:00 p.m. when Plaintiff was released on bail.
