One of the officers struck the plaintiff and knocked a phone out of his hand, and subsequently tried to pull plaintiff out of his car but failed. Officer Salasmartinez then Tased the plaintiff, who was then taken out of his car, forced to kneel in the street, handcuffed, and arrested without probable cause.
