Defendant Officers Quinton Vanwynen and Randy Rose threw Plaintiff to the ground and handcuffed him, then picked him up and threw him against a car.  Plaintiff was arraigned on false charges of disorderly conduct and resisting arrest.  After being released without bail, Plaintiff was treated for his injuries at a hospital.
