Plaintiff specifically asked her hair stylist, Carleen, for a shampoo and that she wanted extensions sewed on her hair. Plaintiff’s hair stylist, Carleen, removed plaintiff’s weave and began to apply shampoo on her. As Carleen began to apply the shampoo, plaintiff’s scalp began to itch uncontrollably. While complaining about the itch in her hair, an unknown customer told Plaintiff about a product plaintiff could purchase in another beauty supply store to treat the condition of her itching scalp. Carleen became extremely angry telling the unknown customer to not ever tell any product to the plaintiff. Carleen was standing directly in Ms. Nembhard's face yelling, screaming and shouting at the Plaintiff. Plaintiff became surprised and dismayed when Carleen responded by yelling at Ms. Nembhard to get off the chair despite not finishing her hair, Carleen then said \"I’m not going to finish vour blood clot hair\"! You still got to pay me\"! which plaintiff considered an insult as “blood” is used as a derogatory and despicable term in Jamaican. Plaintiff proceeded to get out of the chair she was sitting in during Carleen's rants. Carleen insisted on being paid and got visibly upset and grabbed a pair of pink scissors from her purse and pointed the scissors directly in plaintiff's face and told the Plaintiff that she will stab her if she does not pay her. Plaintiff called 911 for police assistance. Officer Brian Diaz and officer John Doe No. 1 responded within minutes, and upon entering immediately approached Carleen, failing to ask for the person who called the 911 emergency call. They ignored the plaintiff. John Doe No. 1 told officer Diaz to arrest the Plaintiff, and ordered her to pay Carleen. Officer Diaz placed plaintiff in handcuffs and drove her to the 47th police precinct. Plaintiff began to experience anxiety and thought that she was having issues with her heart, and when she informed the arresting officer of her medical condition and requested the officers to take Plaintiff to the hospital, they ignored her. After an hour, plaintiff was driven by EMT in the presence of the arresting officers and taken to the hospital. Plaintiff was handcuffed and her legs were placed in shackles. Plaintiff was taken from the hospital back to the 47th precinct where she was placed in a jail cell where she remained for approximately two hours before being released. The DA declined to prosecute her case.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=E0_PLUS_VNBy2u4ThZ_PLUS_jyxktR2A==","type":"complaint"}]},{"name":"Marrero, Kelcey vs City of Ny, et al.","start_date":"2021-12-07","disposition_date":"2025-11-10","payout_amount":12500,"disposition":"Settlement","docket":"816278/2021E","court":"Supreme Court - Bronx","summary":"On or about April 9th, 2021, at 688 East Gunhill Road, in The Bronx, Plaintiff Kelcey Marrero was detained by Defendants, NYPD Police Officers Diaz and John Doe.
