Officer Sullivan told Plaintiff to stop and held him against a car and searched him. While Plaintiff was being searched, Officer Andy Cruz approached. The two officers asked if they could search Plaintiff's car, which Plaintiff consented to. While Plaintiff was being held, he overheard the two officers conversing with another man who suggested that the officers had the wrong guy. Nevertheless, Officer Sullivan told Officer Cruz to arrest Plaintiff without probable cause. After the arrest, Plaintiff began having chest pains and asked for medical treatment, which was denied. He was instead taken to the police station house, where he continued to have severe chest pain. At some point Plaintiff was transported to the hospital where he was treated for four days. Officers Sullivan and Cruz concocted a story that Plaintiff pulled a gun on another person and filed it with the DA's office, which initiated a criminal prosecution against Plaintiff.
