Two officers came to the scene and told Plaintiff to replace the locks and call the police if the perpetrator returned. Plaintiff changed the locks immediately. \n\nThe trespasser later returned and Plaintiff called 911 again. PO Henry and five other POs arrived. PO Henry would not listen to Plaintiff trying to show documents that showed Plaintiff lived in the apartment and the previous owner had surrendered the keys. PO Henry only spoke with the trespasser who insisted he lived there because he had lived with the previous owner. PO Henry called Plaintiff a \"fucking shit\", \"stupid Latin, and \"fucking Spanish\". PO Henry searched Plaintiff's pockets, took the keys, and forced Plaintiff to open the basement and searched it without consent. PO Henry handcuffed Plaintiff without cause and forcibly twisted his arms causing serious injury. Plaintiff remained handcuffed for three hours and was physically abused, sustaining injuries to his neck, left shoulder, and body. The other POs told PO Henry to let Plaintiff go, but PO Henry refused and forbade Plaintiff from entering the apartment house. Plaintiff was arrested and charged with illegal eviction.
