When Plaintiff's daughter had not arrived for a long period of time, Plaintiff asked officers to file a report. While waiting to file the report, officers asked Plaintiff to confirm that Plaintiff had been to his daughter's school. Plaintiff confirmed such as he was allowed to be present at his daughter's school pursuant to a court order. Regardless, officers placed Plaintiff under arrest using tight handcuffs. Plaintiff informed the officers that he had had surgery on his left shoulder recently and was in pain, however, the officers denied Plaintiff's multiple requests. During the arrest process, officers instructed Plaintiff to remove his shoelaces. When Plaintiff questioned this instruction, officers threw him to the ground and repeatedly punched him in the head, kicked his body, elbowed Plaintiff in the back of the neck, and pinned him down by using their knees.
