Plaintiff ran to try to escape the oncoming rush but stopped to help a person that had fallen on the ground.  As plaintiff was helping this person, plaintiff encountered P.O. Michael Laborde in riot gear so plaintiff extended his arms over his head with his hands open in a \"hands up\" gesture.  P.O. Laborde nevertheless proceeded to violently throw plaintiff to the ground and began punching, kicking and hitting plaintiff with his police baton.  P.O. Sean Degnan, Sgt. Andrew Ghibaudi, acting in concert with P.O. Laborde, all started hitting plaintiff's head, shoulders, back, arms and abdomen with their fists, boots, and police batons.  They also forcefully placed their knees against plaintiff's back, keeping him pinned to the ground, and forcibly applied zip-ties to plaintiff's hands behind his back.  Lt. Lawrence Wang observed the police officers repeatedly and violently strike plaintiff but did nothing to stop it.  Plaintiff was placed under arrest, forcibly detained, and imprisoned, which Lt. Wang authorized.  During plaintiff's detention, P.O. Degnan further tightened the flex cuffs when plaintiff asked him to loosen them due to substantial pain.  The officers initiated a criminal prosecution based on false accusations. Despite complying with the P.O.s' orders, plaintiff was pushed by defendant P.O. Aiello. Plaintiff attempted to walk away but defendant P.O.s Elliott and Aiello continued to follow and push plaintiff. Defendant P.O. Wang ordered his officers to handcuff plaintiff. Several P.O.s surrounded, physically restrained, and repeatedly punched plaintiff. While plaintiff was on the ground, P.O. Zalewski forcefully stomped on the back of plaintiff's head, which caused heavy bleeding. Some defendants further positioned themselves to obstruct cameras from recording the incident. At the precinct, plaintff's repeated requests for medical attention were denied. Moreover, defendant P.O. provided false statements to the District Attorney's Office regarding plaintiff's location during his brother's arrest.
