They told him he was not under arrest but handcuffed him and took him to the 120th precinct.\n\nAt the precinct, Plaintiff was subjected to another strip-intrusive search by Browne and Muzikar with the approval and authorization of Defendants Sergeant Michael DiCecco and/or Lieutenant Matthew Harrison in the presence of another female officer. The officers conveyed false information to the Richmond County District Attorney, who pursued criminal prosecution against Plaintiff, about Plaintiff's possession of marijuana. Plaintiff says DiCecco and Harrsion were aware of a practice of officers at the 120th Precinct planting marijuana and otherwise fabricating false evidence.
