Blum, White, Beresford, and Reed violently contorted the plaintiff's hands behind his back and placed excessively tight handcuffs on him, causing injuries to the plaintiff's back, neck, arms, hands, and wrists. Defendants, including Blum, White, Beresford, and Reed, performed a strip-search and cavity-search of the plaintiff despite having no reason to believe he had committed a crime or possessed contraband. Defendants, including Blum, White, Beresford, and Reed then filed a complaint against the plaintiff in criminal court, complaining, among other things, that Plaintiff had crack-cocaine residue and vodka in his car, which they alleged he operated without a license. Because of these claims, the plaintiff was detained for two days. The charges against the plaintiff were all dismissed and sealed. \n\nDefendants were motivated by racial animus against the plaintiff, their belief that the plaintiff would have information about criminal activity due to being Hispanic or Latino, their desire to use the arrest as a way of getting the plaintiff to provide information on other criminal suspects, and their desire to fulfill an arrest quota.","documents":[{"url":"https://web.archive.org/web/20240613180326/https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=5C6OFWp3U_PLUS_O8E/tGQCpWKA==","type":"complaint"}]}],"discipline":[{"disposition_date":"2019-12-27","case_no":"2019-21169","penalty":"Suspended w/o pay (10 days), vacation days (20 days)","charges":[{"desc":"Wrongfully failed to fulfill his responsibilities as the platoon commander.","disposition":"Guilty"},{"desc":"Wrongfully failed to fulfill his responsibilities as the desk officer.","disposition":"Guilty"},{"desc":"Improperly took a meal period when there was only one (1) Patrol Supervisor working during his tour and/or failed to sign out in the command log when he had left the desk area.","disposition":"Guilty"},{"desc":"After having received direction to carry out his duties as the desk officer or too limit his meal period to one (1) hour, failed to follow said direction.","disposition":"Guilty"}]}],"documents":[{"url":"https://www.documentcloud.org/documents/24441170-bronx-notified-officers-list-edited_redacted-redacted_redacted","type":"credibility-finding"}],"id":"DRFR","url":"https://www.50-a.org/officer/DRFR"}
