Maranzo and Cruz grabbed, struck, and restrained Plaintiff, who did not resist. Plaintiff was tasered multiple times, and metal handcuffs were forcibly affixed to his writs in an excessively tight fashion. The officers did not have lawful reason to approach, stop, seize or arrest Plainitff. As a result of the incident, Plaintiff suffered lacerations, contusions, hematomas, loss of consciousness, and was rendered incapacitated and lost range of movement in his torso, arms, wrists and hands. Plaintiff required emergency medical attention and was taken to the hospital for care. While inside the hospital, the officers tasered Plaintiff again for no justifiable or legal reason.
