Without provocation by Plaintiff, the police officers forcibly twisted Plaintiff's arms behind his back and put Plaintiff in tight handcuffs, causing Plaintiff to suffer physical injury to his left wrist. Plaintiff told the police officers that the handcuffs were hurting his wrists and hands and asked the police officers to loosen the handcuffs, which the police officers ignored. Plaintiff did not resist arrest and no contraband was recovered from Plaintiff. Plaintiff was then transported to the 71st precinct where he was placed in a holding cell and requested EMS which arrived and treated his left wrist. Plaintiff was subsequently released on July 31, 2019 without any charges.
