As he was driving, a non-police car approached at a high speed, that was driven by Defendant Sample. The car was tailgating Plaintiff and driving at an excessive speed, and Sample lowered his window, screamed, and threw items at plaintiff's car, causing Plaintiff to fear for his safety and call 911. Sample never revealed he was a police officer. Mr Berkovitz left the freeway, and Sample followed. Plaintiff saw a marked police car (driven by defendants Kingsley and John Doe), and he approached them for help. As he was talking to Kingsley, plaintiff was tackled by Sample. Sample punched and tackled Berkovitz, causing injury to his right arm. Sample revealed he was an officer, at which point Defendants Kingsley and Doe manhandled plaintiff and handcuffed him tightly, further injuring his arm.  Kingsley and Doe did not restrict Sample or investigate the matter further. Defendant Liutenant was called and spoke to the officers but not plaintiff. Defendants refused to let Plaintiff leave and did not offer him medical attention, despite him stating multiple times his handcuffs were too tight and that he was in pain. Defendant Carluce then arrived and told Plaintiff he would be charged with misdemeanor reckless driving, despite Carluce explicitly acknowledging that he knew such a complaint is improper because he was not there. Berkovits was then allowed to leave, and he suffered injuries that required medical treatment. They also mimicked \"gay sexual acts\" on the plaintiff. They then drugged the plaintiff and took him to the Bellevue \"hospital facility for mentally ill people.\" Plaintiff was detained at the hospital and did not receive treatment for his injuries.
