Plaintiff called the police and Defendant Officer Dispigna and several unnamed defendant officers arrived on scene. Defendant Officers searched the plaintiff and recovered a small pocket knife. Defendants arrested plaintiff and one defendant officer handcuffed him unreasonably tight.
