The officers asked for IDs from both men and then cited Plaintiff for riding his bicycle on the sidewalk, which he had not done. Later the same day, the same two officers stopped Plaintiff again. Four plainclothes officers then exited another vehicle and pulled Plaintiff from his bicycle and handcuffed him. Three of the officers were familiar to Plaintiff as they had previously arrested Plaintiff multiple times. Plaintiff was never told why he was being arrested. The officers—including Jones, Carrieri, Train, and Larosa—created allegedly false allegations about Plaintiff to justify the arrests. Plaintiff was arraigned on four charges. All of the charges were eventually dismissed without trial. \n\nA few months after the charges against Plaintiff were dropped, the same officers again stopped and strip-searched Plaintiff. The officers pulled down Plaintiff’s pants and touched his genitals in the middle of the street, in front of acquaintances of Plaintiff. The officers did not warn Plaintiff or tell him why he was being searched. Plaintiff was released, but later that day he spotted a vehicle outside his residence with unknown occupants inside observing his residence. He called 911 and reported the vehicle.
