Plaintiff was lawfully on the sidewalk when the POs exited their vehicle and illegally stopped Plaintiff without probable cause, reasonable suspicion, or a valid search or arrest warrant. POs then questioned Plaintiff and demanded identification, accusing Plaintiff of a criminal offense and violently contorting his arms behind his back to apply handcuffs. Plaintiffs complains that the cuffs were too tight were ignored. The tight cuffs caused loss of feeling, redness, swelling and aggravated Plaintiff's left shoulder injury. POs then conducted an illegal search of Plaintiff's person, took him to the precinct, and taken to booking.
