Plaintiff was carrying a letter documenting his status as an essential worker and was in his work uniform. Plaintiff was commuting home from his place of employment on his e-bike. Plaintiff was then cut off be a police vehicle and police officers exited the vehicle with their service weapons drawn. Plaintiff was thrown on the hood of a vehicle and then thrown to the ground. Police officers then punched and kicked the plaintiff. Additionally a great deal of pressure was placed on the plaintiff's back and head and neck. \n\nPlaintiff was arrested and put in handcuffs and taken to a precinct. Plaintiff began to have a panic attack and when he asked if he could remove his sweater, he was told by a police officer that \"when you pass out we will call EMS\" Plaintiff believes he then briefly lost consciousness. Plaintiff later tried to tell the police officers that he was an essential worker and they insisted he was not despite the fact that he had the proper paperwork to prove he was.
