All charges were based on false statements by Defendant Terry Mills that he had observed Plaintiffs Canada and Werts through a window possessing narcotics. The Plaintiff was knocked unconscious by the vicious assault of the Defendant Officers. The second Plaintiff was handcuffed so tightly circulation began to cut off and the cuffs pierced his skin. At the precinct Plaintiff received an unnecessary anal probe and was refused his cane or shoes.
