The officers used their bicycles as weapons, pushing the protestors back. Protestors were trapped and unable to leave, and NYPD (including Monahan and Lehr) failed to respond to their pleas. Per order of Monahan, Plaintiff Jones was grabbed, seized, chocked, and thrown to the ground by PO Wilson. PO Doe 1 assisted in the arrest, and both him and PO Wilson put their full weight on Plaintiff Jones while she was faced down on the ground, not resisting. After removing her from the ground, the Defendants placed her in extremely tight zip ties/flex cuffs. Plaintiff Jones was falsely charged with resisting arrest, and was denied food, water, and a phone call. At the same time, Plaintiff Williams was violently attacked, unprovoked. PO Does 2-7 tackled Plaintiff Williams to the ground and struck her head with a baton. Monahan/Lehr was also believed to have approved of her arrest, and did nothing to prevent the excessive use of force. Plaintiff Williams was bleeding and in need of immediate medical attention, but was instead sent to the precinct to be searched and charged. Additionally, Plaintiff Roman was not committing any crime when a PO struck the Plaintiff in the head with a baton. Plaintiff Roman was thrown to the ground and placed in very tight flex cuffs/zip ties. The zip ties were so tight that Plaintiff Roman's hands/fingers started to change color from lack of circulation. Again, Monahan/Lehr approved of the arrest and did not prevent the excessive use of force. The Plaintiff was not given food, water, or a phone call either.
