Plaintiff was stopped and searched solely on the basis of his age and race as part of the Stop Question and Frisk program. Defendants knew that their actions lacked any legal justification in their actions. A criminal complaint was issued against Plaintiff without probable cause and was filed based on fraud, perjury and misrepresentations. Plaintiff was arrested and arraigned after his arrest and was incarcerated for over 24 hours and had to make court appearances. The charges were then terminated in Plaintiff's favor.
