The defendants accused the plaintiff and his acquaintance of matching the description of a cell phone thief, despite the theft involving only one individual and no evidence implicating the plaintiff. Defendants who were present but not physically involved failed to intervene. After the arrest, the plaintiff was taken to the 72nd precinct, then transferred to NY Central Booking, where he endured filthy and inhumane conditions. Denied medication for his anxiety unless he agreed to stay in custody longer, the plaintiff was incarcerated for approximately 24.5 hours before being released on his own recognizance at arraignment. The defendants fabricated evidence, falsely accusing the plaintiff of second-degree robbery. The plaintiff was required to attend two court appearances before all charges were dismissed in his favor on February 11, 2020.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=JPpgrljltMg8c4dYGmy8ig==","type":"complaint"}]},{"officer_name":"Ruggiero, Anthony","start_date":"2021-04-07","court":"U.S. District Court - Southern District NY","docket":"21CV04116","name":"Whalen, Emily vs City of New York, et al.","county":"['New York (Manhattan)']","summary":"On June 28, 2020. dozens of NYPD officers appeared at a Queer Liberation for Black Lives March, which was peaceful and enjoyable prior to this point.
