Five days earlier, plaintiff was present during a shooting accident after which defendants investigated the incident. Defendants identified concluded the investigation with accusing plaintiff with felony assault. Thereafter, based on the defendants' allegations, a Grand Jury proceeding was initiated ans as a result of evidence fabricated by the defendants the Grand Jury executed an I-Card against the plaintiff. On December 13, 2021, plaintiff was arrested based on this I-Card and transported to a precinct.\n\nThen on December 17, defendants then seized Plaintiff’s person with their outstretched hands aggressively grabbing him about his head and body before searching his person by rifling their hands in and out of plaintiff’s clothing and personal belongings. Defendants then violently contorted plaintiff's arms and wrists behind his back and applied excessively tightened metal handcuffs, causing plaintiff to experience significant pain and discomfort. Plaintiff was then caused to be criminally processed and illegally detained at Central Booking for approximately one day before being transported to Rikers Island. \n\nDefendants intentionally provided said false information to the DA’s Office, so that criminal prosecutions would be initiated against plaintiff.
